Job Summary: The onsite Instrumentation & Control System Engineer will have a dual role that will design, program, and optimize a complex Digital Control System (DCS) and Safety Instrumented Systems (SIS) used onsite at chemical manufacturing facilities in Baytown to ensure operational readiness and safe processes. Local candidates only.

In This Role, You will:
  • Configure and program the Honeywell Experion systems and Safety Instrumented Systems (SIS) systems, including software and hardware used to monitor continuous chemical manufacturing processes onsite for multiple 24/7 PSM facilities.
  • Implement and test the Safety Instrumented Systems (SIS) and critical interlock matrices.
  • Use layers of protection analysis (LOPA) to evaluate safety hazards, potential risks, and layers of protection associated with systems onsite to identify scenarios that present the greatest risk and how best to reduce risk for the organization.
  • Diagnose and resolve system faults, hardware failures, and software bugs with a sense of urgency to maximize the reliability of assets.
  • Oversee and maintain Honeywell Experion distributed control system (DCS) and safety information systems (SIS), monitor and address DCS alarms, propose safe strategic solutions to resolve issues efficiently and .
  • Reduce process variability to improve product yield and optimize 24/7 chemical manufacturing processes.
  • Troubleshoot and diagnose hardware failures, software logic bugs, and drive process control and suitable software innovations in collaboration with instrumentation & electrical technicians and the operations team onsite.
  • Evaluate efficiency of the plant and recommend suitable software solutions to automate manufacturing processes that drive performance and plant production improvements.
  • Develop and review Safety Requirements Specification (SRS) and perform hardware Safety Integrity Level (SIL) verification calculations when needed.
  • Ensure compliance with IEC 61511, all chemical manufacturing industry standards, and safety regulations.
  • Document processes, prepare progress reports, maintain KPIs related to systems testing, support audit procedures, and provide necessary inputs for functional safety assessments.
  • Document and track failure rate data and work closely with management of change team to update hardware verification calculations.
  • Comply with all environmental, health and safety related best practices, policies, and procedures, including process safety management (PSM).

  • Proficiency in MS Office Suite, Statistical Process Control (SPC), Honeywell Experion DCS system, project management software, and Teams.
  • Bachelor’s degree in electrical, instrumentation, control systems engineering or related discipline.
  • Five years of experience in DCS engineering and/or SIS engineer-related role with significant responsibility in chemical manufacturing facilities.
  • Demonstrated experience leading functional safety lifecycle activities onsite, SRS development, SIL verification, proof testing, MOC, and incident investigations.
  • Previous experience working in/around hazardous chemicals in a process management safety (PSM) regulated facility, and reading piping and instrumentation diagrams (P&IDS).
  • Three or more years of DCS programming experience with a strong proficiency in Honeywell Experion.
  • Certified Functional Safety Professional (CFSP) or Certified Functional Safety Expert (CFSE) certification highly preferred.
